The National Cyber Emergency Response Team of Pakistan (PKCERT), operating under the Government of Pakistan, prepared and published the National Cybersecurity Handbook to promote safer digital practices across government institutions.
The handbook provides practical guidance for personnel on protecting government systems and sensitive information during routine digital operations. It is designed to help reduce cyber risks, prevent security incidents and strengthen the overall security of government infrastructure.
According to the ministry, the guidelines are based on Pakistan’s national laws and regulations, government directives, as well as international cybersecurity standards and best practices.
The handbook translates key requirements of the Pakistan Information Security Framework (PISF) 2026, National Cyber Security Policy 2021, CERT Rules 2023 and other applicable regulations into practical instructions for government personnel.
It covers eight key areas of cybersecurity and outlines recommended practices and responsibilities for users handling government information and digital systems.
The ministry has also stressed that cybersecurity is a shared responsibility. As government services become increasingly digital and interconnected, individual users can play an important role in protecting the confidentiality, integrity and availability of government information.
The guidelines are intended to significantly reduce cybersecurity risks across government institutions. However, the government has clarified that following the handbook does not guarantee complete protection against sophisticated cyber threats.
