Four-time champions Pakistan made a strong start and opened the scoring in the first quarter through Abdul Rehman to take a 1-0 lead.
Wales responded strongly in the second quarter, scoring twice to turn the match around and take a 2-1 lead into halftime.
Pakistan continued to press after the break and earned several penalty corners, but Wales' defence held firm. Neither side managed to score in the third quarter, leaving Pakistan trailing by one goal heading into the final 15 minutes.
The Green Shirts produced a determined comeback in the final quarter, with Sufyan Khan and Hannan Shahid scoring within a span of two minutes to put Pakistan 3-2 ahead.
However, Wales refused to give up and found a late equaliser to secure a 3-3 draw.
Gareth Furlong scored twice for Wales, while Rhys Bradshaw also found the net.
Pakistan, who began their campaign with a 4-1 defeat to England, now have one point from two matches in Pool D.
The Green Shirts will face arch-rivals India in their final pool match on August 19.
