This decision comes under the Punjab Regulation of Kite Flying Act 2025, aiming to ensure safety while keeping the festive spirit alive.

All manufacturers in the four districts must register with their respective Deputy Commissioners and complete an online registration via the Punjab Government’s e Biz portal. Only registered manufacturers are allowed to produce kites and kite strings according to the kite-flying rules.

Additionally, these registered manufacturers may sell their products exclusively to traders or sellers registered in Lahore. The produced kites and strings are permitted for use and sale solely in Lahore on February 6, 7, and 8, 2026. Sale or use in any other district is strictly prohibited.

It is important to note that in Faisalabad, Kasur, Sheikhupura, and Multan, registration is limited to manufacturers. No traders or sellers are allowed to register in these districts. Deputy Commissioners of all four districts have been instructed to ensure compliance with these regulations.

Basant celebrations on February 6–8 will remain confined to Lahore. No kite flying is allowed before these dates or in any other district of Punjab. For further guidance, the district authorities may coordinate with the Additional Secretary of Internal Security and the Deputy Commissioner of Lahore.

This regulatory framework reflects the government’s effort to balance tradition with safety, ensuring that the joy of Basant is celebrated responsibly.
