In a post on X, Suleyman said containment must come before alignment, stressing that systems cannot be guided safely if there are no enforceable limits on their behaviour. He cautioned that aligning AI without containment relies too heavily on goodwill rather than technical safeguards, placing the industry at risk as it moves rapidly toward more powerful systems.

Suleyman explained that containment refers to imposing hard constraints on an AI system’s capabilities and autonomy, while alignment focuses on shaping its objectives to match human values. Treating the two concepts as interchangeable, he said, overlooks the distinct technical challenges involved in achieving each.

The remarks align with Suleyman’s broader effort to position Microsoft as a comparatively cautious actor in AI development. In a recent essay titled Towards Humanist Superintelligence, published on the Microsoft AI blog, he outlined a vision centred on sustained human control and narrowly defined applications rather than fully autonomous, general-purpose systems.

Under this approach, described as humanist superintelligence, AI would be deployed in targeted areas such as medical diagnostics and clean energy, rather than operating with broad independence. As an example, Microsoft AI has highlighted a system that achieved 85 per cent accuracy in solving diagnostic case challenges hosted by the New England Journal of Medicine, compared with an average human performance of around 20 per cent.

Suleyman, a former co-founder of DeepMind who joined Microsoft about 18 months ago, has argued that this strategy could deliver superintelligence-level performance while reducing the risks associated with loss of human control.

His comments come amid growing debate within the AI sector over how to balance rapid innovation with safety, governance and long-term societal impact.
