As part of the deal, U.S. companies Oracle and Silver Lake, along with Abu Dhabi based investment firm MGX, will collectively hold 45 percent ownership in the new venture.

ByteDance will retain 19.9 percent, while the remaining shares will be held by entities linked to ByteDance’s existing investors. This ownership structure aims to balance control while easing political pressure.

The new joint venture will have authority over U.S. user data, algorithm security, and content oversight. The White House confirmed that Oracle will take responsibility for safeguarding American user data, a step meant to build trust and reduce fears of foreign influence.

This development follows a tense period in which the U.S. Congress passed legislation in 2024 calling for a ban on TikTok over national security risks. However, former President Donald Trump delayed enforcement of the law to allow time for negotiations and the completion of a workable deal.
