Sheikh Hamad, who ruled Qatar from 1995 to 2013, is credited with laying the foundations of modern Qatar through sweeping economic reforms, strategic investments, diplomatic engagement and infrastructure development.
Who was Sheikh Hamad bin Khalifa Al Thani?
Born in 1952, Sheikh Hamad belonged to Qatar s ruling Al Thani family, which has governed the country since the mid-19th century.
He received military training at the Royal Military Academy Sandhurst in the United Kingdom before assuming senior roles in Qatar s armed forces and government.
Rise to power
In June 1995, Sheikh Hamad assumed power in a bloodless palace coup while his father, Sheikh Khalifa bin Hamad Al Thani, was abroad. At the time, Qatar was a relatively small Gulf state with limited international influence.
Soon after taking office, he launched an ambitious vision to transform the country through economic diversification and global engagement.
Architect of modern Qatar
During his 18-year rule, Sheikh Hamad used Qatar s vast natural gas revenues to invest heavily in infrastructure, education, healthcare and international investments rather than relying solely on energy exports.
Under his leadership, Qatar became the world s leading exporter of liquefied natural gas (LNG), while the Qatar Investment Authority (QIA) emerged as one of the world s largest sovereign wealth funds with investments worth billions of dollars across Europe, Asia and North America.
Launch of Al Jazeera
One of Sheikh Hamad s most influential decisions came in 1996, when he approved the establishment of Al Jazeera Media Network.
The broadcaster rapidly grew into one of the Middle East s most influential international news organizations, significantly enhancing Qatar s global profile.
Political reforms and women s participation
His rule also saw major constitutional and political reforms. Qatar adopted its first permanent constitution in 2004, introduced municipal elections and expanded political participation by granting women the right to vote and run for public office—an important milestone in the Gulf region.
Expanding Qatar s diplomatic influence
Sheikh Hamad pursued an active foreign policy that positioned Qatar as a key regional mediator. The country played diplomatic roles in conflicts involving Lebanon, Sudan, Afghanistan and other Middle Eastern states, while maintaining balanced relations with the United States, Europe and the Arab world.
Laying the foundation for the FIFA World Cup
Although the 2022 FIFA World Cup was hosted during the reign of his son, Emir Sheikh Tamim bin Hamad Al Thani, the successful bid and much of the planning originated under Sheikh Hamad s leadership. Qatar became the first Arab country to host football s biggest tournament.
Voluntary transfer of power
In June 2013, Sheikh Hamad made the rare decision to voluntarily abdicate in favor of his son, Sheikh Tamim, saying it was time for a younger generation to lead the country.
The move was widely viewed as unprecedented among Gulf monarchies, where rulers typically remain in office for life.

Relations with Pakistan
During Sheikh Hamad s tenure, ties between Qatar and Pakistan strengthened significantly, particularly in the fields of energy, trade, investment, defense cooperation and overseas employment.
Following his death, Pakistan s Deputy Prime Minister and Foreign Minister Ishaq Dar, along with several other Pakistani leaders, expressed condolences and described Sheikh Hamad as a sincere friend of Pakistan.
Legacy
Analysts say Sheikh Hamad s greatest achievement was transforming Qatar from a relatively unknown Gulf state into a globally influential nation with a prominent role in energy markets, international diplomacy, media and sports.
His leadership helped establish Qatar as a leading LNG exporter, built Al Jazeera into a globally recognized media brand, expanded the country s international investment portfolio and elevated its standing through education, infrastructure and global sporting events.
With Sheikh Tamim already serving as Emir since 2013, no constitutional succession issues are expected. However, Sheikh Hamad s death is widely seen as the closing chapter of the generation that laid the foundations of modern Qatar, leaving behind a legacy that reshaped the country s place on the world stage.
