Iranian state media has claimed that a preliminary framework for a possible memorandum of understanding between the United States and Iran includes key provisions such as reducing US military presence, restoring commercial shipping in the Strait of Hormuz, and easing regional tensions.
According to Iran’s state media, as reported by Al Jazeera, the proposed framework suggests that the United States would reduce its military presence in areas surrounding Iran, while Iran would allow the restoration of commercial shipping in the Strait of Hormuz to pre-conflict levels within 30 days.
The potential agreement is said to aim at reducing regional tensions, ending conflict conditions, and normalizing global trade activity. The Strait of Hormuz is considered one of the world’s most critical maritime chokepoints, through which a large share of global oil and gas shipments passes.
Iranian media reports that under the proposed arrangement, US warships would not be included, while maritime traffic management in the Strait of Hormuz would be handled through cooperation between Iran and Oman. A separate coordination mechanism for monitoring and maritime security is also under consideration.
Iran has stated that any final agreement would require practical and verifiable guarantees before progress is made. Officials say the framework is still not finalized and negotiations on various points are ongoing.
Meanwhile, Iran’s Mizan News Agency has reported that the United States has shown willingness to reduce its military presence around Iran, though it remains unclear whether this would apply only to additional deployed forces or also to personnel stationed at permanent military bases.
Iranian media also claimed that if a final agreement is reached within 60 days, it could be converted into a binding United Nations Security Council resolution to ensure international guarantees.
Reports further suggest that the proposed memorandum may also include steps to reduce military tensions in the region, restore diplomatic channels, reopen trade routes, and address frozen Iranian assets, although further negotiations are expected before any final decision is made.
